Farewell to Jenny!

We were sad to say goodbye to Jenny Flynn MBE, as she retired from our board of trustees at our AGM on 9th November.  Jenny has been an active trustee on the board of Durham Community Action for an amazing 37 years, and has served in a variety of roles, most recently as our Deputy Chair.

In addition to the incredibly generous amount of time she’s given to DCA, she has been very involved within the local community in a variety of ways, and was awarded an MBE for her services to the community of Tow Law in 2001. She was subsequently appointed a Deputy Lieutenant for County Durham in 2005.

She was previously a Non-Executive Director and Senior Independent Director of the County Durham and Darlington NHS Foundation Trust, and a member of the Integrated Quality and Assurance Committee, chaired the Charitable Funds Committee, and the link Director for Mental Health and Freedom to Speak Up.  Jenny previously served on the Boards of both the Durham Dales PCT and the County Durham PCT.  

Jenny is a qualified Solicitor with a specialism in elderly client work and worked in private practice with the Consett firm of Swinburne, Snowball & Jackson for 27 years until her retirement in 2015.

We would like to sincerely thank Jenny for all her dedication and support of DCA over the years.

She has given her time, energy, expertise and wise counsel to support DCA deliver on its objectives. She has rolled up her sleeves to provide very practical support when needed, always asked the tough questions and been willing to take on the difficult jobs trustees sometimes face. Jenny has given her all to the stewardship of DCA over such a long period.  We thank her and will dearly miss her.”

"I have really enjoyed my time at DCA. In my time as trustee I have seen it grow from quite a small organisation dealing mostly with small community organisations into an organisation that represents the voluntary sector and volunteers in Durham and gives them a voice both locally and regionally. I have been proud to be part of it."

Grants available for Welcome Spaces

Durham County Council are working alongside the County Durham Community Foundation (CDCF) to support Welcome Spaces (formerly Warm Spaces) for another year by offering funding to the voluntary and community sector to help create a network of spaces where people can receive a warm welcome.

Following evaluation of last year’s work, the project aims have been broadened to support residents who may be feeling socially isolated and emotionally vulnerable, as well as needing somewhere warm to go through the winter due to the continuing high energy costs and cost-of-living.

Alongside community groups and organisations, the 39 Durham County Council library buildings will again join the scheme with Family Hubs also involved this year.

Both Durham County Council and CDCF are contributing to the funding, with increased funding of over £280,000 available to support premises with a grant of between £750 and £3000 for their Welcome Space offer.  This range and increase will offer spaces flexibility with their offer and is in response to feedback from last year’s scheme. 

Each Welcome Space will again be encouraged to signpost those who need it to financial support and energy efficiency advice and will be given leaflets to handout to people attending.

Participants will again need to sign up to a charter, setting out a quality standard that they will be expected to deliver, and they will be asked to display a window poster highlighting their involvement in the scheme.

Grant recipients will again be offered training on a range of topics including basic mental health, making every contact count including financial stability and safeguarding, with grants able to cover a range of expenses such as utility bills, volunteer expenses or staff time, equipment and furniture.  This year grants can also be used for transport should individuals need help accessing the spaces particularly in rural areas.

Locate will again be the online source for Welcome Spaces information.  Key information including opening times, accessibility and any other facilities available, such as the offer of hot drinks or wi-fi, will be highlighted to ensure people can access their nearest space.

Organisations wishing to offer a Welcome Space without accessing the additional funding can email welcomespaces@durham.gov.uk to sign up to the charter. Details of these will also be added to Locate.

Did You Know - Safer Recruitment Practices

Did you know, you can keep your trustees, staff, volunteers and service users safer by implementing some robust recruitment practices. Here are some examples of the things you can do.

Having a safer recruitment policy will outline the process you follow in order to recruit new people into your organisation, and this includes recruiting for trustees, staff and volunteers. The policy will give guidance on the application process, the organisations commitment to safeguarding through disclosures, and taking references as well as using safeguarding focussed questions during the interview process, having a probation period and providing ongoing safeguarding training.

When advertising for new roles, state in the application the importance of safeguarding within your organisation, include details of your safer recruitment policy and have an application form asking details of previous work history and life experience. Showing that you have a robust recruitment process will be a deterrent for possible perpetrators who may target charities or community groups working with children or vulnerable adults at risk of harm.

Complete a DBS check for all trustees, staff and volunteers who are eligible for the check based on their role. Applying for a DBS is not a one size fits all approach so it is important that you have a clear understanding of the role you are reviewing, writing clear role descriptions and consider circumstances that might also affect eligibility. Gaining information about a person’s previous behaviour is a way of gauging future behaviour and you can do this by requesting professional references. You may want to include an overview of the organisation and role applied for, asking about the suitability for the role and details or any previous disciplinary action on  an organisational reference form.

During the induction process explain the importance of safeguarding within your organisation by sharing your safeguarding policy, whistleblowing policy and arrange for safeguarding training as part of their induction process. Ways to assess someone’s suitability includes the provision of regular supervision sessions, arranging times for job shadowing and also offering new roles on a probation period giving time to reflect and review by both the new started and the organisation.

County Durham Sport: Vacancy for Sport Welfare Coordinator

County Durham Sport are promoting a new role:  Sport Welfare Coordinator. 

This role will be responsible for working with National Governing Bodies (NGBs) to help improve safeguarding standards and culture in local sports clubs by promoting good practice and safe sport for children, young people and adults in County Durham adding capacity and expertise to the existing safeguarding work of NGBs and the Active Partnership (County Durham Sport).

The Sport Welfare Coordinator will help further understand safeguarding in local clubs e.g., how policies and procedures are implemented and cascaded and will help share good practice to help strengthen the welfare culture within local clubs. The post holder will work closely with other Sport Welfare Officers across the national network, National Governing Bodies and wider organisations; to connect people working on welfare and safeguarding, both inside and outside sport. The successful candidate will be passionate about the impact sport and physical activity can have.

Sport specific experience is NOT essential to this role, and we would welcome applications from inside or outside of the sport sector.

Update on Integrated Care Board and  VCSE Sector Memorandum of Understanding

Last year, the Partnership Programme facilitated the creation of a Memorandum of Understanding (MoU) between the Integrated Care Board (ICB) and the VCSE sector, with all VCSE organisations invited to contribute.

The MoU was intended to formally acknowledge the relationship between our sectors and set out values that govern the way we interact with each other. This was due to be signed off by the ICB earlier this year, however due to other pressures on the ICB, including contracting issues, the implementation of place-based arrangements and the announcement that all ICBs need to make 30% reduction in operational costs, this was postponed.

Since that time, there have been developments in national guidance for Integrated Care Systems (ICS) about 'what good looks like' in relation to their relationship with the VCSE sector, which the Partnership Programme has helped to develop. Our ICS has also changed significantly in the last year. ICB Chief Executive Sam Allen has acknowledged the importance of having an MoU that reflects these changes, and we have agreed a timetable for completion and adoption of the MoU across the ICS:

  • November 2023 – February 2024: Formal review process, including full consultation with the VCSE sector and 'explainer' sessions about national guidance.
  • March 2024: MoU agreed at ICB board meeting.
  • April 2024: Public signing of MoU by ICB Chief Executive Sam Allen and ICB Chair Professor Sir Liam Donaldson.

The MoU will also be ratified at each 'place' within our ICS to ensure it is embedded at all levels of working across the whole system. We are currently working on the timeline and will share further information as soon as possible.

Community Growing and Food Network Meeting: Volunteer Engagement 28th November

The next meeting of this network on Tuesday 28th November from 1.30 - 3.00pm will focus on Volunteer Engagement. 

Charlotte Linton, our Volunteering Specialist will lead discussions around how growing and food projects in particular can attract and sustain their volunteers, explore different types of volunteering and take a visual tour of the County Durham Volunteering Platform.

CDCF Virtual Funding Information Session
4th December

We have been working with County Durham Community Foundation to run a series of virtual information sessions on some of their specific funds available to voluntary and community groups across County Durham.

The final session takes place on Monday 4th December from 1.30 - 2.30pm and will focus on the Wind Farm Community Benefit Funds, Welcome Spaces, Waiting Well and the Stanley Community Fund.

Cyber Security Training for Small Charities 7th December

This online workshop on Thursday 7th December from 10.00 - 11.30am aims to provide you with an understanding of the basics of cyber security in a small charity, and what steps you should be taking to protect your organisation. After the session, you will be provided with the National Cyber Security Centre’s Cyber Security: Small Charity Guide to help you put your new knowledge into practice. 

At the end of the session you will:

  • Understand why small charities are at risk of cyber attack
  • Understand the specific types of cyber attacks that small charities could be vulnerable to and how they have been attacked in the past
  • Learn some practical steps you can take to avoid being attacked
  • Know what to do in the event of a cyber attack on your organisation.

Changes to Awards for All
The National Lottery Community Fund are making the biggest change in National Lottery funding for a generation – with community groups now able to apply for up to £20,000 of National Lottery Awards for All funding.
 
National Lottery Awards for All is for communities in all parts of the UK. Last year, they made 11,600 awards for under £10,000, reaching more than 90% of UK wards.
 
Nothing is changing about the simple application process, with a single application form and the same eligibility criteria.

Believe Housing - Large Grants Expression of Interest
Believe Housing have launched an expression of interest form for their large grants.
 
This form will allow any groups or organisations to tell Believe Housing about a project idea and their team will then make contact to discuss its eligibility and offer any advice prior to application.

The Clothworkers Foundation - Digital Infrastructure Grants Webinar

The Clothworkers Foundation has recently expanded the eligibility criteria for their Open Grants Programmes and now offer capital grants for digital infrastructure projects. They will consider applications for products and software (such as websites, databases and apps). You can find full guidance on digital infrastructure applications here.

They are hosting a webinar on this topic on Thursday 7th December (10-11am) and this will include a presentation delivered by The Clothworkers’ Foundation grants team and a question and answer session.
